Speech by the Chairperson of CLU at the 2nd Anniversary (2nd October 2026)

Socialist greetings to you all comrades of CLU, well wishers and distinguished guests!
Am by the name of Sozzi Joseph the current National chairperson of CLU.
Today marks the second year since our establishment as CLU, it was established in October 2024 , we are being driven by the socialist vision, we want to achieve a socialist Uganda. That is our broader agenda as it will be explained in the next lines of my speech. Like any other organisation, CLU also has a vision, objectives , aims and tasks to perform so as to achieve its overall objective.
CLU being envisioned as a vanguard organisation, its fundamental role and task is to mobilise , recruit and educate the masses , basing on unity as it was stipulated during the first Congress, it will be the first organisation in Uganda to bring together the exploited and oppressed class to fight for their rights and total freedom.
As we know very well that we are living in the the world where by people become rich and enjoy life on sweats and blood of poor people, and peasants, where by always the surplus value expropriated and enjoyed by rich capitalists is got from exploitation of workers, this is a scientific proof from Marx theory of value and the same case applies to Uganda where by leaders whom we call our representatives and our vision bearers instead of making laws and policies that aim at uplifting majority people from poverty and starvation, they are busy enjoying their lives, driving all over the country in posh cars with lead cars , living in five star hotels and flats instead of building decent and safe houses for all ,they are always moving with tight security to guard themselves against the poor people but when they come to ask for votes, they pretend to be your friends , sincerely speaking the Comprodors who don’t care about that severe conditions a common Ugandan is going through is the first enemy of this motherland. In addition, they are shamelessly sending their children to first class schools and international schools instead of building standards in public schools for all, they are busy securing diplomatic passports and visas dual citizenship from foreign countries with developed economies instead of developing the country’s economy and being conducive and desirable to everyone , they are busy traveling abroad to seek medical treatment whenever they face health complications instead of establishing a corruption free public health system and universal health care for all citizens they prefer to be treated in the best international hospitals at the expense of the common citizens, this burden of expenditure falls on us the ordinary citizens and we always pay for it both directly and indirectly through high taxes and high priced goods. They are busy signing mineral concession agreements offering our minerals to the chief imperialists in the exchange of commissions, conditional aid and bribery, instead of building heavy industries which are state owned to properly utilise the mineral endowments at home and create sustainable and decent employment for all, they are busy registering labor export companies to deliberately sell out the country’s labour force to Imperialist countries. All the country’s labour force, and productive labor including minerals are exported day by day, for the failure to create social wealth at home, yet they need money maintain their life style, they have resorted to printing of money, and insatiable borrowing from within and outside the country on un health terms and conditions, all these will not improve the lives of majority poor people who are continuing to be drown in abject poverty and misery instead they will increase the gap between the minority rich Comprodors and their allies and the majority poor workers and peasants.
The immediate effect of such individual actions is that, the common citizens has now remained with nothing and he or she has no other options but to sell himself for very little pay for survival in the labor market and to make matters worse, Uganda’s economy being purely built on capitalist relations of production, the surplus value extracted out of the labor power is divided amongst the owners of capital and compradors, this continues to make a common Ugandan workers and peasants slaves of the system throughout their lives.
It makes me to feel ashamed whenever I travel across the country and I see the daughters and sons of the land very stranded in fact the system is killing them locally, they have lost hope both in present and the future , let’s think about those who can not afford to get the minimum basic level of education at a required national standard, let’s also think about those who can’t afford to access the basic housing conditions, the majority of the streets of Kampala during night they are filled up with homeless children, men and women who sleep on streets, in major towns during day, the streets are filled up with vulnerable poor people who have resorted to become beggars for survival. Though there have been efforts to construct industrial areas with purposes of providing a solution to high rate of unemployment in the country this has already been proved to be poor approach due to the fact that it instead turns people into “hired slaves “ people have been intentionally diverted mentally to travel from rural areas to towns possibly due to the fact that there exists development imbalances between rural areas and towns, basic social services are centered in major towns, as well the small industrial areas the country has are deliberately allocated in town, so when people reach towns they are stranded this has not only fueled crime rates but it has also partly contributed to emergency of slums in towns, the Comprodors use this as a chance to access large chunks of land through land evictions and influenced land conflicts , land fragmentation and advancement of private property ownership with in the land tenureship it has prompted people to sell their land to make ends meet. This partly explains the increase in the rate of landlessness in the country.
As CLU we are looking at equal regional development across all regions in the country and balanced development between rural and town areas since rural areas hold majority of the population in the country and majority of them are poor peasants, we shall put in place collective ownership of means of production including land, such that through this collective agriculture can succeed and through state cooperatives agricultural products can be sold at relatively favourable prices to processing industries in towns fully controlled by people through workers unions and regulated by state through State Enterprise Councils, this is the curable policy for unemployment, and poor standards of living, exploitation and oppression of poor workers and peasants and definitely it will eliminate poverty and in the long run this will establish a socialist self sustaining economy.
As further simplified in the CLU’s program below are the guiding points.
Centrally planned economy built on purely state owned enterprises, cooperatives and collective ownership of strategic means of production as well as strong workers’ unions.
- Agrarian land reforms including occupation of vacant land without compensation.
- Universal free and meaningful education from lower classes up to university Level and all higher institutions of Learning.
- Universal Free and standard health care program at village level up to national level.
- Public housing program to provide housing and shelter facilities to the most vulnerable workers and peasants in Ugandan society.
- Massive industrialisation, in key strategic sectors in for a self reliant and independent socialist Ugandan economy.
- Upholding the national objectives and principles as well policies of the 1995 constitution that intend to create a conducive livelihood environment to the Ugandan working class and peasants and promoting social justice in Uganda. society.
- promoting and upholding people’s democracy backed up with people’s dictatorship. The majority class of workers and peasants shall have the mandate to make , design and implement laws and policies at the expense of the minority class in Ugandan society.
Now having seen the picture that CLU shades a picture of where we should be as a country or as Ugandan citizens and how to reach their, but CLU alone can not take the whole country their it instead requires a force , a force formed on the basis of unity, the unity am speaking of is unity among Party members, unity among tribes and clans, unity among regions and unity across all the country, the force we are talking of is the revolutionary force which embodies the proletarian class as a major class and peasants and petty bourgeoisie as noted as an intermediate class in the struggle for revolution by comrade Wubulix in his class analysis of the class composition in Uganda. This is a fight that requires our fame and concrete decision to not look backwards to always focus on the guidance of Marxism-Leninism Maoism theory and Obote’s outlook of the common man deeply rooted in the Common Man’s charter of 1969.
But before looking at the battle ahead of us, we need to consider education first as a prerequisite and an important step in this struggle, we need educated comrades and educated carders this was the emphasis in my speech on the 1st Congress, when am speaking about education I don’t necessarily mean the education of the bourgeoisie character, I mean education of the Marxism-Leninism and Maoism ideology, we should be able to read and understand as Comrades in struggle and then transfer this knowledge to the proletariat and peasants in the simplest languages and means of communication possible , for the winning of this struggle, a conscious mind of revolutionary carders is a must and should be a first step to consider as it is accompanied by economic emancipation though this seems to be a long-term goal, it has to be worked on as early as possible, since to my belief, a conscious mind which is economically emancipated is the one that can fight earnestly and win the battle of oppression, repression and exploitation plus revisionism and opportunism as well to cast off the chains of poverty and exploitation.
When we consider Timing, the time is now or never, “every great journey starts with a single step” we should teach our minds that slow progress is better than no progress. It is time for all of us with our small means to start on it , let us start by studying I hope when I talk about studying now you understand me well, I know that comrade Wubulix has invested quite much money in printing books and some reading materials, these can give us the basic knowledge we need , and I commend him for that international solidarity, our role as for now is to read, read and read and read, and in the process of reading make sure that you understand and as you are understanding always think about ways of putting what you have understood into practice .
Lastly, It has come to my notice recently that since our establishment, the arrests on most of our comrades have increased and after the first Congress they are severe but let me affirm that, to communists, arrests, imprisonment, reactionary, revisionism and opportunism is the common business, and what I encourage those who have already become victims and those who have not yet is to always be vigilant we always have to plan and prepare in advance, both strategically and logically, for now i think confrontation may not be an appropriate solution just like silence may not be a good approach but we need to be vigilant, like one of the African proverbs says,”it is always not good to squeeze a boil before it is ready, it may develop into cancer”
I salute you all once again!
long live the spirit of revolution!
Long live the CLU, long live!
Long live socialism, long live!
Happy second anniversary to the CLU!
